Ronald E. Ray, CEO
Ronald E. Ray has an outstanding record of achievement in both public and private sectors. From 1959 to 1980 he served in the U.S. Army as a battalion commander at Fort Bragg, NC; as an operations and training officer at the John F. Kennedy Center for Military Assistance; and as a platoon leader in Vietnam during two combat tours. He is a recipient of the United States military's highest decoration—the Medal of Honor—for his actions in the Vietnam War. He was also awarded the Silver Star, the Bronze Star, the Army Commendation Medal, and a Purple Heart. He also served as U.S. European Command advisor to the armed forces of Norway, Italy and Turkey and was Commander of a Special Forces (Green Beret) Battalion. In addition, he is a past president of the Congressional Medal of Honor Society. From 1974 to 1975 he served as Special Assistant to the Secretary of Commerce, and during 1989-1993 he served as Assistant Secretary for Human Resources and Administration at the Department of Veterans Affairs. As Assistant Secretary, he was a key executive in the second largest and one of the most complex federal agencies with a workforce of over 260,000 ($33 billion budget, 172 medical centers).
Michael Louden, President
Michael Louden received his MBA in 1986 from Loyola College and undergraduate degree from James Madison University. He is a member of Alpha Sigma Nu, the national Jesuit Honor Society. Mike taught Strategy Management in the Johns Hopkins University, Carey Business School graduate programs from 1993 to 1998. He started his first company, Louden Associates, inc. in 1987 where he won his first contract with the Department of Veterans Affairs in 1989. Louden Associates was acquired by Condor Technology Solutions in 1998, where he became EVP in 2000. The federal business of Condor was acquired by CACI in 2002, where he was a Division Group SVP. Through over 2 decades of focused work with federal healthcare markets, he has led numerous programs, initiatives and projects.
Alexander V. Ray, Vice President, General Counsel
Alexander V. Ray graduated with honors from the Florida State College of Law in 1996 and began working as the Staff Attorney for the Civil Division of the Tenth Circuit Court in and for Polk County, Florida. In 1997, he accepted a position at the law firm of Lau, Lane, Pieper, Conley & McCreadie, P.A. in Tampa, Florida specializing in utility and maritime law defense litigation. He is a Partner with the Lau Lane firm and, in 2008, became the V.P., General Counsel for Ray Group. As Ray Group's General Counsel, he is involved in drafting and negotiating contracts, interpreting applicable state and Federal rules and regulations, and managing the legal issues of the company. He is licensed to practice law in all Florida state and Federal Courts, the Eleventh Circuit Court of Appeals, and the United States Supreme Court.
Michael Hecker, COO
A graduate from the Naval Academy, Mike spent his early career deployed on aircraft carriers flying the A-6 Intruder. He later transitioned to engineering duty, specializing in program management on satellite, aircraft, and missile systems and finished his military career as the program manager for Tomahawk Cruise Missile Command and Control. He then joined the federal workforce as a member of the Senior Executive Service, first working for Veterans Affairs and later NASA. He became a member of the RGI team in 2011. Mike holds masters degrees in computer science and astronautical engineering.
Beth S. Coyne, Human Resources Manager
Beth S. Coyne graduated from Saint Mary's College, Notre Dame, Indiana. She joined Ray Group in May 2011, as the Human Resources Manager. She has experience in employee relations, hiring, training and professional development, and benefits, as well as human resources policy development and implementation. At Ray Group International, she oversees all of these areas, and has focused on implementing new policies and procedures.
Scott Dowdle, Director of Business Development
Scott Dowdle graduated from Virginia Polytechnic Institute and State University, Pamplin College of Business with a B.S. in Accounting and Information Systems. Mr. Dowdle has spent his career in the Federal consulting field with a strong focus on Federal Healthcare Information Technology serving the Department of Veterans Affairs. In the summer of 2008, Mr. Dowdle assisted founders Ron Ray and Mike Louden in the formation of the Ray Group. Since that time, he has been instrumental in the development of Ray Group’s key lines of business. Mr. Dowdle has managed portfolios in Software Engineering, Enterprise Architecture, and Program Management Office Support, with a demonstrable track record of success. As Ray Group’s Director of Business Development, Mr. Dowdle is focused on the development of strategic business plans for RGI’s key lines of business and identifying and capturing opportunities that are consistent with RGI’s core capabilities, vision, and strategic plan.
